For some people, everything will work normally. Others will discover leaking valves, strange noises, uneven heating, rising energy bills, or a boiler that simply will not start. Others will have nightmares about winter energy bills.

That usually leads to an important question:

Should I repair my boiler, replace it with another boiler, or use this opportunity to switch to a heat pump system that provides both heating and air conditioning? (Reader note: You can replace "boiler" throughout much of this article with "furnace," and most of the same logic holds.)

A boiler repair or replacement is a major investment. Before you spend that money, it is worth taking a step back and looking at your fuel source, the construction of your home, whether you want cooling, how important backup heat is to you, and which rebates may be available.

The right boiler replacement or heat pump decision for a newer home in Braintree may be completely different from the right decision for a three-story Dorchester home, a South Boston property with rooftop equipment, or an older Victorian in Milton.

There is no single answer that works for every Massachusetts home.

The Quick Answer

If your boiler needs a small, reasonable repair and the rest of the system is in good condition, repairing the boiler likely makes sense.

If the boiler needs an expensive repair or is approaching the end of its useful life, this is the right time to compare three broader options:

  1. Replace it with another boiler.

  2. Install a heat pump system and retire the boiler.

  3. Install heat pumps while keeping the boiler as a backup or secondary heat source.

Do not approve a major boiler replacement until someone has explained all three options and how they apply to your home. The real decision is not always simply whether to repair or replace your boiler. It may be whether a boiler, heat pump, or dual-fuel heating system makes the most sense for your Boston-area home.

Step 1: Start With Your Current Fuel Source

Your existing fuel source is one of the biggest factors when deciding whether to repair or replace a boiler or switch to a heat pump.

If You Currently Heat With Oil

When an oil boiler needs a major repair or replacement, we strongly recommend at least pricing out alternatives.

Oil-fired boilers can last a long time, and there are situations where keeping one running is reasonable. Many old-timers would never switch away from these workhorses. However, oil systems generally require more maintenance, produce more combustion residue, depend on scheduled fuel deliveries, and can be harder to service as fewer technicians specialize in them. And often, oil is the most expensive heat source.

Oil also limits some of the heating and cooling choices available to you.

Depending on the property, alternatives to another oil boiler may include:

  • Converting from oil to natural gas

  • Installing a whole-home heat pump system

  • Installing heat pumps while retaining the oil boiler as backup heat

  • Using ductless mini-splits for certain areas of the home

  • Replacing an oil boiler temporarily while planning a larger future conversion

If You Currently Have a Natural Gas Boiler

The boiler vs. heat pump decision becomes less obvious when you already have natural gas.

Modern natural gas boilers can provide reliable heat, and gas has often been a relatively economical heating source compared with Massachusetts electricity, even when the boilers are older cast-iron models. That means switching from a gas boiler to a heat pump should not automatically be presented as a guaranteed way to dramatically lower your utility bills.

Heat pumps are highly efficient, but Massachusetts also has some of the highest residential electricity prices in the country. The average Massachusetts residential electricity price was 28.82 cents per kilowatt-hour in May 2026. Your actual operating cost will depend on the equipment, the building's heating load, your electric rate, weatherization, thermostat use, and whether backup heat is involved. For many gas-heated homes, the strongest reasons to consider replacing or supplementing a gas boiler with heat pumps are not enormous monthly savings. If someone is promising you that, be very skeptical. The real benefits are:

  • Adding air conditioning

  • Reducing fossil-fuel use

  • Improving comfort in rooms that are difficult to heat or cool

  • Replacing two aging systems with one heating-and-cooling solution

  • Taking advantage of available heat pump rebates

  • Gaining more control over individual rooms or zones

The Big Fork in the Road: Another Boiler or a Heat Pump?

If you are deciding between a boiler replacement and a heat pump, remember one fundamental difference: A boiler only provides heat. If you replace your boiler today and decide two years from now that you also want air conditioning, you may end up making two separate major investments.

A heat pump provides both heating and cooling.

That does not automatically make a heat pump better than a boiler. Heat pumps normally cost more to install than a straightforward boiler replacement, especially in homes without existing ductwork. But rebates can reduce the difference, and you are receiving both heat and air conditioning from the new system.

That is why a major boiler failure can be the ideal time to compare the full cost of:

A new boiler now, plus air conditioning later

versus

A heat pump system that provides heating and cooling now

Once you spend heavily repairing or replacing a boiler, it becomes much harder to justify another large investment for cooling.

Question 1: How Important Is Clean Energy to You?

For some homeowners, reducing fossil-fuel use is a major priority. Others are primarily focused on initial cost, reliability, or monthly bills.

There is no wrong answer, but the contractor should understand what matters to you before recommending a boiler replacement, heat pump, or dual-fuel system.

A whole-home heat pump can significantly reduce or eliminate on-site combustion. A partial-home or dual-fuel heat pump approach can reduce gas or oil use while preserving a familiar boiler as a backup heat source.

Modern cold-climate heat pumps are designed to operate at low outdoor temperatures, and qualifying Massachusetts rebate equipment must meet cold-climate standards. They still need to be selected and sized for the actual house rather than chosen based only on square footage.

Question 2: How Important Is Backup Heat?

No heating system is immune to breakdowns. None. Boilers fail, circulators fail, controls fail, and heat pumps can also experience equipment or electrical problems since they are considerably more complex.

Backup heat can be particularly valuable during a severe New England cold snap, when repair companies are busy and replacement parts may take time to obtain.

It may also make sense in older Boston-area homes where the building envelope, additions, insulation, windows, and room layouts make the true heating load difficult to predict.

Some homeowners therefore choose a dual-fuel or hybrid heating approach:

  • The heat pumps handle most heating and all cooling.

  • The existing boiler remains available during very cold weather or a heat pump outage.

  • Integrated controls determine when the boiler should assist or take over.

Question 3: Does Your House Already Have Ductwork?

The construction of your home will significantly affect whether a central heat pump, ductless mini-split system, boiler replacement, or dual-fuel system makes the most sense.

Homes With Existing Central Air or Forced-Air Ductwork

If you already have central air conditioning or a forced-air heating system, converting to a central heat pump may be relatively straightforward. But be careful if you only have ducting that was designed for heating!

In some cases, the outdoor air-conditioning equipment and indoor coil can be replaced or upgraded as part of the central heat pump installation. The existing boiler may then be removed, kept as backup heat, or used for certain sections of the home.

The condition, size, insulation, and layout of the ductwork still need to be evaluated. Existing ducts do not automatically mean they are adequate for a new heat pump system.

Homes Without Existing Ductwork

Many Boston homes were built around steam radiators or forced-hot-water baseboards. They were never designed with large ducts running between floors.

In these homes, there are generally two main heat pump approaches.

Option 1: Install New Ductwork

A heat pump can transfer several units of heat for each unit of electricity it consumes, making it much more efficient than standard electric resistance heat. That does not mean a heat pump will always be substantially cheaper to operate than a well-performing natural gas boiler.

In Massachusetts, heat pump vs. boiler operating costs depend on:

  • Your electric and gas rates

  • The efficiency and condition of your current boiler

  • The heat pump's cold-weather performance

  • The home's insulation and air leakage

  • The indoor temperature you maintain

  • Equipment sizing

For homeowners comparing a heat pump with a natural gas boiler, the financial case may depend more heavily on rebates, the need for air conditioning, and long-term energy preferences.

Our advice is simple:

Do not buy a heat pump based only on a promise that it will cut your heating bills in half. Ask the contractor to show you the assumptions behind the estimate. We hear many new customers complaining about outrageous electric bills with systems they installed two years ago. That isn't the heat pump's fault. It was a bad design and/or installation by their original vendor.

Repairing the Boiler May Still Be the Right Answer

Not every boiler problem should become a boiler replacement or heat pump conversion project.

A boiler repair may make sense when:

  • The boiler is otherwise in good condition

  • The problem involves a replaceable control, circulator, valve, or other component

  • The boiler repair cost is reasonable compared with replacement

  • You are not ready to redesign the home's heating and cooling

  • You plan to renovate soon and want to coordinate the larger project

  • The repair can provide several more years of dependable service

Boiler replacement becomes more attractive when:

  • The boiler or heat exchanger has failed

  • The system has recurring leaks or breakdowns

  • Several major components are deteriorating

  • Replacement parts are unavailable or unusually expensive

  • The boiler is badly oversized or inefficient

  • The chimney or venting needs major work

Why a Manual J Load Calculation Is Crucial

Replacing one boiler with another boiler is relatively familiar work. Converting a boiler-heated home to heat pumps is much easier to get wrong.

A heat pump needs to be sized around the amount of heat the home loses on a cold day. That requires examining factors such as:

  • Square footage

  • Ceiling height

  • Windows and doors

  • Insulation

  • Air leakage

  • Additions and renovations

  • Exposure to wind and sun

  • Room-by-room heating needs

  • Boston-area winter design temperatures

This calculation is commonly called a Manual J load calculation.

Rules of thumb such as "one ton for every certain number of square feet" are not enough for a whole-home heat pump conversion. Oversizing and undersizing can both create comfort, efficiency, noise, and equipment-life problems.

Mass Save's 2026 sizing bonus requires qualifying partial-home heat pump systems to be sized between 90% and 120% of the home's calculated heating load at the outdoor design temperature, using Manual J design conditions. A contractor proposing a major boiler-to-heat-pump conversion should be able to explain:

  • How the heating load was calculated

  • How much capacity the heat pump provides at low temperatures

  • Which rooms or zones each unit will serve

  • How air will reach closed bedrooms

  • When backup heat will operate

  • What happens during defrost cycles

  • Whether electrical upgrades are required

  • How condensate will be drained

  • How the outdoor equipment will be protected from snow, ice, and coastal exposure

If the answer is simply, "We install this size in houses like yours all the time," ask more questions. Your house is unique, especially with all the partial renovation histories that happen in older areas like Southie, Quincy, Dorchester, or Cambridge, to name a few.

How Mass Save Heat Pump Rebates Can Change the Decision

Disclaimer: Mass Save rebates and program requirements change frequently, so take the following as guidance, not a guarantee.

Mass Save heat pump incentives can make the price difference between a boiler replacement and a heat pump system much smaller.

As of writing this blog, standard air-source heat pump rebates include:

  • Whole-home rebates of $2,650 per ton, up to $8,500

  • Partial-home rebates of $1,125 per ton, up to $8,500

  • Basic rebates of $250 per ton, up to $2,500

  • Income-based enhanced incentives of up to $16,000 or, in some cases, up to no cost

Eligibility depends on the existing fuel, utility sponsor, equipment, contractor, building, weatherization status, project design, and whether the heat pumps replace or supplement the current boiler or heating system. (Mass Save)

Homeowners may also qualify for a Mass Save HEAT Loan of up to $25,000 at 0% financing for eligible improvements. (Mass Save)

The program is helpful, but the details can become confusing quickly. A good heat pump contractor should help you understand the available Mass Save rebates and incentives before equipment is ordered, not after the installation is finished.
